- The State Water Resources Control Board, as the responsible agency, will be issuing a water supply permit. The purpose of the project is to expand the existing Goldsworthy Desalter, located in the City of Torrance corporation yard. Blended product water production capacity would be expanded from 2.5 million gallons per day (mgd) to 5 mgd. Water supply to the expanded Goldsworthy Desalter would be provided by drilling two new wells in the immediate vicinity, and constructing delivery pipelines to the Desalter site.
