Document Description
On July 12, 2023, Oakland Planning Commission approved a Conditional Use Permit, Design Review, and other approvals for the K to College (SupplyBank.org) project on East Bay Municipal Utility District (EBMUD) property at 5601 Oakport Street, in Oakland. The project site is located within Sub-Area E of the Coliseum Area Specific Plan (CASP), which was analyzed in the CASP EIR that was certified by the City in March 2015. After reviewing the CEQA Analysis/Addendum prepared for the SupplyBank project, the Commission determined that the project, which will be required to comply with all applicable City of Oakland Standard Conditions of Approval, regulatory requirements, and mitigation measures cited in the CASP EIR, will not have any new significant impacts not previously identified in the CASP EIR or increase the severity of any significant impacts. On March 12, 2024, EBMUD’s Board of Directors approved the lease of 4.52 acres and associated activities on adjacent lands after determining that the effects of the activities were analyzed in the CASP EIR and CEQA Analysis/Addendum. The EBMUD Board considered those documents and adopted findings that the effects of the lease and associated activities have been mitigated to a level that is less than significant.
