Document Description
a The Entertainment and Sports Center (ESC) project involves the construction and operation of a multi-use entertainment and sports facility, a framework for complementary surrounding land uses, and digital billboards. The entertainment and sports center includes an approximately 732,00-gross-sqare-foot, 17,500-seat capacity indoor, multi-use entertainment and sports center between 5th Street and 7th Street in the location of the existing Downtown Plaza shopping center. The entertainment and sports center is designed to accommodate sporting events and entertainments such as professional and collegiate sports, concerts, ice shows, indoor rodeo and motor sports, trade shows, large graduations, and other indoor entertainment shows. Complementary land uses surrounding the entertainment and sports center site include up to 1.5 million sq. ft. of development, comprised of up to 475,00 sq. ft. of office, 350,000 sq. ft. of retail/commercial, 550 new residential units, and 250 hotel rooms. A Specific Planning District (SPD) will guide the future development of these surrounding land uses. Digital billboards approved as part of the project are located citywide on City property. Several of the sites were rezoned to commercial or industrial land use designations to accommodate the billboard use in compliance with the City's code. Several of the billboards required a variance to allow additional height.
