The proposed 31.45-acre Overton Apartment and Park Project consists of two separate components: 1) a 16.53-acre, 331-unit multifamily residential development (which was reduced through the public hearing process); and, 2) a 14.92-acre City park located adjacent to the proposed residential development. The project includes a General Plan Amendment to change the residential component from Institutional to Very High Density Residential, and to change the park component from Institutional to Public Open Space; a zone change for the residential component from PD 50-167 Service Commercial to Very High Density Residential (RM-3) and for the park component from PD 50-167 Service Commercial to Open Space (OS); a development agreement which provides vested rights to the developer and allows the developer to place a turnaround that serves the residential component on the proposed park site in exchange for construction of park improvements including a monetary contribution; a Tentative Parcel Map; a Site Plan Review; and Variances for building separation and wall height.
