Document Description
The project consists of approval by the DTSC of a Response Plan for the Proposed Costco Wholesale Warehouse and Fueling Facility site (Site). DTSC's approval action is being undertaken pursuant to the regulatory authority granted under Chapter 6.8, Division 20 of the Health and Safety Code. The purpose of the Response Plan, which constitutes the project subject to approval by the DTSC, is to mitigate potential risk of human health and the environment by the contaminant of concern, arsenic, at the project site, which was formerly used for agriculture. Anticipated future land use for the Site is the construction of a 148,000 sq. ft. retail building (Costco) with a 4,032-sq. ft. fueling canopy with 20 fueling pumps. Response activities to be conducted pursuant to the Response Plan include the following: Excavate an estimated 11,070 cubic yards of arsenic-impacted soil from locations previously identified during Site investigations; Consolidate the excavated impacted soil beneath the footprint of the planned Costco Warehouse building.
