The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board is funding the Project referred to internally as Vista Grande Drainage Basin Improvement Project. The Project will replace the Vista Grande Tunnel (Tunnel) and a portion of the existing Vista Grande Canal (Canal) with several new facilities to improve stormwater quality and conveyance capacity, and will include a new gravity effluent pipeline. Major Project components include:
• Enlargement of the Tunnel to expand its capacity.
• Partial replacement of the Canal to incorporate a gross solid screening device, a treatment wetland, and diversion and discharge structures to route some stormwater and authorized non-stormwater flows from the Canal to Lake Merced.
• Modifications to the Lake Merced overflow structure near John Muir Drive to allow controlled discharge from Lake Merced to the Tunnel at different lake levels.
• New dual gravity effluent lines to replace the existing dry-weather gravity effluent system and wet weather effluent force main system.
• Replacement of the existing outlet structure at Fort Funston to reduce its exposure to storm wave damage and improve its longevity by constructing a low profile outlet structure closer to the existing cliff face and adding wing walls.
• Replacement of approximately 200 feet of effluent ocean outfall pipeline at the beach crossing.

The Project is located in the City of Daly City and in unincorporated Broadmoor Village in northwestern San Mateo County. The Vista Grande Canal and Tunnel are located primarily within San Francisco. A small portion of the beginning of the Vista Grande Canal is located within the unincorporated San Mateo County. The Vista Grande Canal Tunnel runs beneath private lands, Skyland Boulevard, and Fort Funston, a former United States Army installation which is now managed by the National Park Service (NPS) as part of the Golden Gate National Recreation Area. The Vista Grande Canal Tunnel outlet is located at the Pacific Ocean on the beach below Fort Funston.
