Document Description
The District is seeking to eliminate dependence on imported water. The overall purpose of the project is to offset the current use of imported water for ground water replenishment in the Central Basin via the Montebello Forebay with approx. 21,000 acre feet per year of recycled water. The District's Water Independence Now program identifies goals for increasing the sustainability of the water supply through recycled wastewater use. Specifically, the District aims to use recycled water to 1) provide a sustainable and reliable source of recycled water for groundwater basin replenishment via the Montebello Forebay; 2) implement a cost effective and environmentally-compliant Project; 3) protect the groundwater quality of the basin; 4) comply with regulatory requirements employing an institutionally feasible approach; and 5) provide up to 21,000 AFY of recycled water for groundwater replenishment, consistent with current and future needs. The Project would meet these goals and allow the District to offset the current use of imported water from both tertiary and advanced treatment recycled water supplies for groundwater replenishment in the Central Basin via the Montebello Forebay. The project will further purify tertiary-treated water produced by the San Jose Creek Water Reclamation Plant, which is owned and operated by the Sanitation Districts of Los Angeles County. The existing outfall pipeline is located within a Los Angeles County Flood Control District (LACFCD) easement adjacent to the San Gabriel River. A new influent diversion structure would be constructed to transfer tertiary treated recycled water from the existing outfall pipeline into the transfer proposed Project for further treatment. An effluent diversion structure would be constructed to transfer advanced treated water back to the existing outfall pipeline to allow blending of advanced treated water with the tertiary treated recycled water prior to spreading at the Montebello Forebay Spreading Grounds for groundwater recharge. The diversion structures will be located immediately adjacent to the Project site within the LAFCFD easement. A 24-inch diameter sewer pipeline would be constructed to convey brine from the advanced water treatment plant. The proposed brine line alignment would extend southward from San Gabriel River Parkway from the Project site, and connect with 54 inch diameter pipeline that conveys wastewater to Los Angeles County Sanitation District's Joint Water Pollution Control Plant in Carson for processing. The proposed brine line alignment would be located entirely within the existing roadway of San Gabriel River Parkway, and would pass through commercial, industrial, and residential areas.
