SDP and Community Plan Amendment for the adoption of the Black Mountain Open Space Natural Resources Management Plan. The Plan would provide guidance for the present and future use and maintenance of the Park, as well as Area Specific Management Directives (ASMDs) which satisfy the requirements of the City's MSCP Implementing Agreement for Black Mountain Open Space. The NRMP contains a proposal to revise the existing trail system on Black Mountain through closure of 11.9 miles of existing trails and development of 3.45 miles of new trail segments, which would result in impacts to biological resources.
