Document Description
The project will modify the existing wastewater treatment plant aeration basin system to meet new final effluent limitations for nitrate and ammonia in treated wastewater discharged to the Russian River. The objective of the project is to improve the operational efficiency and reliability of the exisitng aeration basin system to meet effluent standards requried by the North Coast Regional Water Quality Control Board Waste Discharge Requriements (WDRs) Order No. R1-2009-0003, that serves as part of the RRCSD's National Pollutant Discharge Elimination System (NPDES) Permit No. CA0024058. The new nitrate and ammonia discharge requriements will take effect March 20, 2014. The project design will also provide biological phosphorus removal to address ptential future regulations the may include total phosphorus limits.

Reasons for Exemption
The project consists of the replacement of existing public utility systems at the same site and with substantially the same purpose and capacity of the facilities being replaced. The project similarly consists of the minor alteration of pubic facilities and mechanical equipment, involving no expansion of use of the wastewater treatment system. The project will replace the existing aeration basins to meet effluent standards set forth in the RRCSD's new NPDES permit effective March 20, 2014.
