Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board’s Clean Water State Revolving Fund (SRF) Program is financing the Project. The Applicant has received three Cease and Desist Orders from the Central Valley Regional Water Quality Control Board, and two discharge violations related to issues with flooding. The Applicant determined decommissioning of the Wastewater Treatment Plant (WWTP), construction of a new pipeline to deliver wastewater to the Regional WWTP, the removal of pond sludge, and regrading the Project area would bring the Applicant into compliance. The decommissioning of the Marysville WWTP and the construction of the new conveyance line have already been completed.
This Project consists of decommissioning of the North and South Ponds. Decommissioning involves removal and disposal of onsite structures, removing sludge in the ponds that could be hazardous to human health, and grading of the site to remove pond berms and fill ponds. The Project area will be graded to slope to once centralized area, preserving one to two ponds in each existing Pond(s) site area for construction dewatering and future Applicant use, if needed.
