Document Description
The proposed project would install approx. 25,700 water meters on existing residential and commercial water service connections. The proposed project also involves replacement of approx. 62 miles of existing distribution and transmission mains primarily in existing City streets right-of-way. The City prepared an IS to: (a) review the discussions of cumulative impacts, growth inducing impacts, and irreversible significant effects in the 2035 General Plan Master EIR to determine their adequacy for the project (see CEQA Guidelines Section 15178(b), (c)); and (b) identify any potential new or additional project-specific significant environmental effects that were not analyzed in the Master EIR and any mitigation measures or alternatives that may avoid or mitigate the identified effects to a level of insignificance, if any. As part of the Master EIR process, the City is required to incorporate all feasible mitigation measures or feasible alternatives appropriate to the project as set forth in the Master EIR (CEQA Guidelines Section 15177(d)). Policies included in the 2035 General Plan that reduce significant impacts identified in the Master EIR and Master EIR mitigation measures were identified and discussed, as appropriate, in the IS. Based on analysis contained in the IS, the City has determined that the proposed project would not result in any additional significant environmental effect not previously analyzed in the Master EIR. No new additional mitigation measures or alternatives are required.
