The basin will be a hydrologically closed system. The project includes all of the minimization, avoidance, mitigation, and compliance monitoring actions that are required for the operation of evaporation basins, such as hazing to reduce bird use of the basin, maintaining levee slopes and water depths to reduce bird activity, and reducing the potential for salt encrustation and other factors as part of the environmental analysis.
