Document Description
This project involves an amendment to the Countywide Siting Element of the Kern County Integrated Management Plan. The countywide Siting Element was prepared in November 1996 and subsequent amendments were approved in April 2000, January 2001, and February 2009. The passage of AB 1126, effective January 1, 2014, among other things, amended the Public Resources Code (PRC) to define the terms "EMSW", EMSW conversion and "EMSW conversion facility and allowed transformation facilities that meet the specified requirements related to EMSW conversion to elect to be considered an EMSW facility for purposes of AB939. Lehigh Southwest Cement Company has elected to be considered an EMSW facility and therefore, by this amendment, has been designated as an EMSW facility. Because of this designation, an amendment to the Siting Element is necessary.
