This Initial Study Checklist, therefore, analyzes the environmental impacts resulting from the Pacific Plan park improvements for Lower Hesse Park. The Pacific Plan, which is the proposed master plan for Lower Hesse Park, is the proposed evaluated in this Initial Study.
