Document Description
DTSC is considering approval of a Draft Remedial Action Plan (RAP) to address volatile organic compounds (VOCs) in subsurface soil and groundwater at the former Wyle Laboratories site in Norco, CA. Planned remediation is specific to five previously identified areas. All selected remedial methods will include installation and sampling of monitoring wells to document remedial performance. Implementation of certain remedial methods also will entail shallow trenching and use of heavy equipment for short periods of time. All selected remedial methods also will include operations and maintenance (O&M), generally in the form of ongoing sampling of monitoring wells and analysis of obtained samples, as well as ongoing maintenance of the HCS system. Remediation currently is anticipated to be carried out over a period from 2 to 30 years, depending upon the area to be remediated. The use of land-use covenants restricting future site use to commercial/industrial will be necessary. In addition, institutional controls and/or additional engineering controls could be necessary for certain on-site remedial areas where commercial/industrial goals are not achieved during reasonable time periods, or where property redevelopment occurs during remediation.
