Document Description
The Project is a realignment of Joshua Palmer Way to the north and west of its current location and which includes the construction of a new four way intersection including traffic signal improvements at Highland Springs Avenue approximately 340 feet south of West Ramsey Street. At a point approximately 900 feet east of Highland Springs Avenue, Joshua Palmer Way would be realigned to a north-south direction via a knuckle and travel north of approximately 310 feet. At this point, it would again travel west and extend to Highlands Springs Avenue. The existing approximately 900 foot section of Joshua Palmer Way would be vacated, an easement for utility purposes would be created in favor of the City of Banning, and the land deeded to the nearest adjacent property owner. The scope of work would include the rehabilitation of the existing Joshua Palmer Way into the new parking areas for the existing business owners. Additionally, the individual property owners would also deed their respective portions of their property to the City for the new roadway. The new roadway constructed in the east-west direction would be approximately 55 feet in width which includes the right-of-way with a road width of 40 feet and cross over what is currently undeveloped commercial property, owned by three individuals in the north-south direction with an approximate width of 70 feet which includes the right-of-way with a road width of 40 feet. Approval of Street Improvement Plans and Site Grading Plans for the areas within the existing Joshua-Palmer Way and for the connection of the existing parking lots to the new Joshua Palmer Way alignment will also be required as part of this Project.
