The Project is a plan for the reduction of GHG emissions within the 21 Partnership cities in San Bernardino County. The 21 Partnership cities are Adelanto, Big Bear Lake, Chino, Chino Hills, Colton, Fontana, Grand Terrace, Hesperia, Highland, Loma, Linda, Montchlair, Needles, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino, Twentynine Palms, Victorville, Yucaipa, and Yucca Valley. SANBAG is the Leas Agency. SANBAG has determined that an EIR will be required addressing: aesthetics, agricultural resources, air quality, biological resrouces, cultural resources, geology, global climate change, hazards and hazardous materials, hydrology, land use, mineral resources, noise, housing, public services, recreationk traffic, and utiities. This determination was made without the use of an Initial Study as provided in the CEQA Guidelines Section 15060 (d).
