The project proponent is requesting: (a) Amendments to the Circulation Element of the Kern County General Plan to eliminate future road reservations along section and mid-section lines where there are no existing roads; (b) Amendment to the Cantil Rural Community Plan for the removal of portions of the project site from the Community Plans boundaries; (c) change in zone classification from the existing zone district A-1 (Limited Agriculture) to the A (Exclusive Agriculture) District on approximately 155 acres; (c) conditional use permits to allow for the construction and operation of a solar electrical generating facility and temporary concrete batch plants in the A (Exclusive Agriculture) zone; (d) Modifications to previously approved Conditional Use Permit to allow for Operations and Maintenance facilities to be relocated; and (e) Cancellation of approximately 540 acres of land under Williamson Act Land Use Contracts.
