Note: Updated Response to Comments. The project proponent is requesting: (a) Amendments to the Circulation Element of the Kern County General Plan to eliminate future road reservations along section and mid-section lines where there are no existing roads; (b) changes in zone classifications from E (20) RS to A (Exclusive Agriculture) and from A-1 (Limited Agriculture) to A (Exclusive Agriculture) in order to be consistent with the Kern County General Plan; (c) conditional use permits to allow for the construction and operation of a native and imported water recharge, recovery and transport facility along with a 1,008 megawatt (MW) solar electrical generating facility and a temporary concrete batch plant in the A (Exclusive Agriculture) and A-1 (Limited Agriculture) zones; (d) cancellation of approximately 3,318 acres of land under Williamson Act land use contracts; and (e) Vesting Tentative Parcel Maps numbers 12030 through 12043, inclusive. The project would also include 75 miles of 230 kV or 345 kV transmission line route options. The generating-tie line would be located within designated public and private easement areas and connect to either the Los Angeles Department of Water or Power (LADWP) Barren Ridge substation, the Antelope Valley (AV) Clearview Transmission Yeager substation, the SCE Windhub substation, the SCE Ransburg substation, the High Wind substation, or the SCE Kramer substations.
