DTSC is proposing to approve a Remedial Action Plan, pursuant to regulatory authority granted under Chapter 6.8, Division 20 of the Health and Safety Code (H&SC) on the former Pacific Gas and Electric Company (PG&E) San Rafael Manufactured Gas Plant (MGP) Site located at 999 Third Street, San Rafael, CA 94901 in Marin County. On December 22, 2011, Terra Pacific Group (PG&E consultant) submitted the RAP to remediate arsenic-, benzene-, lead-, polycyclic aromatic hydrocarbons- (PAHs), and petroleum hydrocarbons-impacted soils, soil gases, and/or groundwater. The purpose is to eliminate the Potential of human health risks when zoning for land use is changed to residential or redevelopment. The remedial activities include 1) removal of approximately 35,000 cubic yards or approximately 2,200 truckloads of impacted soils to an off-site permitted facility; 2) importation of approximately 42,000 yd3 clean soils or approximately 2,500 truckloads; and 3) dewatering and treatment of chemicals of potential concern (COPCs) in groundwater prior to discharging under permit to a sanitary sewer.
