Panoche Drainage District proposes to grant an easement and related access to Reclamation for Reclamation's proposed project on constructing, operating, and maintaining for 18 months a demonstration Facility for drainage treatment within the geographical boundaries of the existing San Joaquin River Improvement Project reuse area on land in Fresno County owned by Panoche Drainage District. The Facility would occupy a rectangular area approximately four acres in size. Pipelines would be constructed to convey drainage water from the seven existing reuse sumps to the Facility. Proposed drainage water treatments would include RO, microfiltration (MF) or ultrafiltration (UF), a proprietary biological treatments system for selenium removal, and potentially up to two innovative technologies. Treated water will be returned to the re-use area supply channels for re-application on the reuse project, and solid wastes will be stored in accordance with the Resource Conservation and Recovery Act and disposed of at a Class 1 Hazardous Waste Landfill.
