Document Description
The applicant, South Sutter LLC, proposes to mine material consisting of soils meeting standards for construction projects in the vicinity, such as highway interchanges and levees. The mining operation will remove up to 1 million cubic yards of material from 330 acres of three adjoining parcels, totaling 469-acres known as the "south field" (APN: 35-250-016, 020, 021). The "south field" will be excavated and reclaimed as the first phase of the project. The applicant indicates the ultimate goal of the project is to remove material so the remainder of the properties can be laser leveled for rice production. The plans and discussion also identify the "north field" (APN: 35-170-003) as phase two. However, it is not analyzed in this document and no excavation is permitted to occur until the applicant amends the surface mining permit and reclamation plan to include it and all necessary studies for analysis to occur are completed.
