California State Parks proposes to issue a Right of Entry permit to the National Oceanic and Atmospheric Administration (NOAA) Restoration Center to conduct the proposed Lagoon Ecological Function Project at Pescadero State Beach. The NOAA Restoration Center, in conjunction with the U.S. Fish and Wildlife Service, propose to manually breach the Pescadero lagoon sand bar up to two times between September 1st and December 31, 2012. The work will consist of excavating a channel through the sandbar at the mouth of Pescadero Creek using hand tools. The channel for the breach, which will extend from the ocean to the edge of the lagoon, will measure approximately 75 feet long, three feet wide and 1-foot below the lagoon water surface elevation. This project is an attempt to maintain sufficient water quality in the lagoon and reduce the likelihood of a fish kill during the natural breaching of the lagoon.
