Document Description
PCWA requests to amend the minimum instream flow (MIF) requirement (Condition 3) of the State Water Board's water quality certification for the Project. The amendment requires PCWA to provide the MIFs required under its existing Federal Energy Regulatory Commission license for the Middle Fork American River Hydroelectric Project, to the maximum extent feasible with the existing Duncan Creek Diversion Dam outlet works. The amendment will not result in any new impacts not previously analyzed.
The Duncan Creek Diversion Improvement Project will be completed within the construction footprint analyzed in the Environmental Impact Statement for Hydropower License, Middle Fork American River Hydroelectric Project—FERC Project No. 2079-069, California (2013 FEIS), the Final CEQA Supplement to the FERC Final Environmental Impact Statement (CEQA Supplement) for the Middle Fork American River Hydroelectric Project, and PCWA’s October 8, 2021 addendum for the Project.
