Note: Review per lead The 2014 RTP/SCS identifies the Fresno region's transportation needs and issues, sets forth an action plan of projects and programs to address the needs consistent with a set of goals and policies, and documents the financial resources to implement the plan. The 2014 RTP/SCS also includes a Sustainable Communities Strategy (SCS) prepared to address requirements set forth in CA Senate Bill 375, which requires that Fresno COG prepare an SCS that provides an integrated land use and transportation plan for meeting greenhouse gas emission reduction targets set forth by the CARB.
