The proposed project includes the rehabilitation of the City of Holtville Wastewater Treatment Plant. The wastewater treatment plant site is comprised of approximately 7.8 acres of land and is owned by the City of Holtville. Currently, the Plant is unable to meet the effluent ammonia concentration limits established by the State Regional Water Quality Control Board. A Preliminary Engineering Report was prepared and offers recommendations for correcting the violation issues.
