The project involves approval of a Removal Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to Health & Safety Code, chapter 6.8 as submitted on February 6, 2012 by Converse Consultants on behalf of the New Roads School (School). The RAW is a minor action that is estimated to cost $12,000. The RAW proposes No Action and the execution of a land use covenant (LUC) and associated soil management plan to ensure current Site conditions remain intact to prevent exposure to impacted soils.

The project does not involve Air Quality/Green House Gas (GHGs) emission which DTSC has determined on February 3, 2012, and therefore, is below the South Coast Area Air Quality Management District (SCAQMD) threshold levels. An analysis of project activities upon existing environmental conditions indicates that implementation of environmental safeguards and monitoring procedures are enforceable and made a condition of project approval and will ensure that GHG impact(s) to the environmental will be less than significant. As a result, DTSC find that the project is exempt from further environmental review under CEQA.
