Document Description
The proposed project would construct and operate a photovoltaic power-generating facility which would produce a total of 40 MW of electricity from approximately 700,000 solar PV panels on 324 acres of land in unincorporated Kern County. The project would require approval of a CUP as well as a zone change to A (Exclusive Agriculture) in order to construct and operate the solar facility within areas currently zoned as E (2 1/2) RS (Estate 2.5 acres, Residential Suburban Combining) zone districts. The project would also require an amendment to the Willow Springs Specific Plan to change the site land use from 5.6 (Residential/ Min. 2.5 Gross Acres per unit); 2.8 (Military Flight Operations) to 8.5 (Resource Management).
