The city of Norco (hereinafter "Norco") is one of Western Municipal Water District's wholesale customers and receives Title 22 Tertiary Treated Recycled Water from the Western Riverside County Regional Wastewater Authority Water Reclamation Facility. Norco has an excess of reclaimed water supply and has agreed to sell up to 2.2 million gallons per day to the city of Corona (hereinafter "City").
