Present Land Use
Land uses immediately surrounding the portion of Corydon Street and Rincon Street applicable to the Project and on to Butterfield Drive, including the percolation ponds, are designated by the City's General Plan Land Use Atlas Map for Open Space General (OS/G). Pursuant to the City's Zoning Atlas Map, these land uses are zoned for Agriculture (A).
Document Description
The city of Norco is one of Western Municipal Water District's wholesale customers and receives Title 22 Tertiary Treated Recycled Water from the Western Riverside County Regional Wastewater Authority Water Reclamation Facility. Norco has an excess of reclaimed water supply and has agreed to sell up to 2.2 million gallons per day to the City. For this reason, the proposed project is the construction and operation of an approximately 2,402-foot 20-inch diameter ductile iron pipe (DIP) and approximately 2,475-foot 24-inch diameter high density polyethylene (HDPE) pipe for a total of 4,877 feet of piping to serve as a reclaimed water pipeline. To avoid open trenching across the Temescal Creek and the City's percolation ponds, horizontal directional drilling will be used in these areas. The reclaimed water pipeline underneath Temescal Creek will achieve a 25-foot minimum cover, and the reclaimed water pipeline underneath the percolation ponds will achieve a 20-foot minimum cover. Moreover, as the Project will facilitate the transfer of water between Norco and the City, the Project will also include inter-ties between Norco and City facilities, including metering, isolation valves, pipes, fire hydrants, blow-off valves, air vac valves, and connections to existing reclaimed water pipelines. In addition, rate of flow control and pressure reducing facilities are also proposed. Further, the design and construction of the Project will be in accordance with the City's "Standard Plans and Specifications for Sewer and Water" and applicable provisions of the Corona Municipal Code.
