Document Description
The County of Ventura has proposed retrofitting an existing 39 acre public parking lot (with 3,200 vehicle spaces) with Low Impact Development (LID) green street infrastructure as a phased project. Phase II of the project is proposed for funding by the Proposition 84 Stormwater Grant Program currently in the application process. The LID green streets retrofits consist of replacing existing small patches of asphalt pavement with pervious pavement (up to 1,250 sf) and replacing impermeable concrete gutters with pervious concrete gutters, underlain with infiltration basins and dry wells. The proposed retrofit of the existing parking lot has been designed to receive, treat and infiltrate dry weather and wet weather runoff from the parking lot. The project will reduce stormwater runoff flows and improve receiving water quality by removing bacteria, nitrogen, metals, and other urban pollutants typically present in the parking lot runoff. The site groundwater, determined at ~100 feet below ground surface, is not used for drinking water, only for landscape irrigation. Groundwater quality will not be impacted due to subsurface biodegradation processes, which will break down pollutants during the treatment and infiltration process. All of the project construction will occur within the same footprint of the existing parking lot.

Reasons for Exemption
The proposed project involves minor alteration of existing gutters and parking lot pavement to install pervious concrete and infiltration systems within an existing parking lot (Section 15301). The project is also exempt under Section 15302, which allows replacement or reconstruction of existing structures/facilities. The replacement/reconstruction will occur in the same location and serve the same purpose as the original gutters and parking. Proposed work would not expand current use or capacity of the Government Center parking lot.
