Document Description
Amend two area plans, the East County Area Plan (ECAP) and the Castro Valley General Plan (CVGP), with regard to policies on allowable floor area ratios (FARs) for commercial equine breeding and training facilities. The proposed General Plan Amendments represent limited modifications that are deemed necessary for internal consistency within these Plans. State planning law requires city and county general plans to be internally consistent, and also allows each local agency to amend its general plan up to four times per year. The ECAP was adopted in 1994, amended by the County Board of Supervisors in 1996 and 1998, and again by the voter Initiative Ordinance Measure D in November of 2000. Measure D also amended the Castro Valley Plan, which was adopted in 1978, updated in 1985 and again in 2012 as the Castro Valley Plan.
