This draft program EIR has been prepared on behalf of the Metropolitan Transportation Commission and the Association of Bay Area Governments (ABAG) in accordance with the CEQA. This Draft EIR analyzes the potential significant impacts of the adoption and implementation of the proposed Plan Bay Area, which is the update to the 2009 Regional Transportation Plan (RTP) and the new Sustainable Communities Strategy (SCS) for the San Francisco Bay Area.
