- Note: Ref SCH # 2009011031 The Santa Barbara Climate Action Plan, June 2012 Draft, addresses climate change issues for the City of Santa Barbara in the period to the year 2030, per directives of the Santa Barbara General Plan, AB 32, and SB 375. The CAP provides an updated community greenhouse gas inventory and forecasts (refined from the initial work provided in the General Plan Program EIR), which demonstrate how the City will meet State AB 32 and SB 375 greenhouse gas emissions target for 2020 and 2035. The CAP identifies strategies for City government and communitywide greenhouse gas emissions reductions in the areas of energy efficiency, renewable energy, travel and land use, vegetation, waste reduction, and water conservation. Potential climate changes are identified (increased heat, reduced rainfall, sea level rise, etc.) and strategies identified to plan for adaptation to climate change in the areas of emergency preparedness and public health; wildfire, flooding; and water quality; coastal vulnerability; public services; biological resources; and local economies. The majority of strategies are from the General Plan update adopted December 2011. The Addendum to the Program EIR (SCH 2009011031 for General Plan update) documents reduced climate change effects based on refined analysis in the CAP. The Addendum together with the Program EIR constitute CEQA compliance for the Climate Action Plan.
