Document Description
The proposed "Project" includes a mining permit to extract sand and gravel and reclamation plan for restoration of the mining site back to its original condition of open space and/or recreation. The mining permit (BLM Plan for Operations) has been environmentally assessed per NEPA (EA#DOI-BLM-CA-D070-2011-0063-EA). Per CEQA, as lead Agency for State Mine and Reclamation Act (SMARA), we must analyze the entire project, which includes the mining operation as well as the reclamation of the site even though we do not issue the mining permit on federally owned land. Based on a Memorandum of Understanding (MOU dated October 1992) between Bureau of Land Management (BLM) and the State of CA, the "Plan of Operations" can be utilized as the mining permit as required by SMARA. The "Operator" Superior Ready Mix has completed the required federal approvals, which include "Plan of Operations" and the "Decision Record". The proposed sand and gravel operation consists of 43.8 acres of a 240 acre site. The Operator intends to extract 850,000 tons of material; for 10 years within seven phases. The Oat Pit (AKA East Highline) area has been mined for approximately 50 years by Imperial County Public Works Department and Caltrans, under the authority of a "Free Use Permit" issued by BLM. The proposed site is located approximately 8 miles from the City of Holtville.
