Document Description
Site Development Permit 10-15-4841 is a request to develop Lot 317 of Tract 15353 with a 1.64 acre private park. The park will be accessible to all residents in the Portola Center development. The private park includes a 2,127 sq. ft. recreation center with an event lawn area, a swimming pool, spas, cabanas, a pool pavilion building (pool equipment, storage and restrooms), a multi-purpose field, playground, toddler playground, barbeques, picnic pavilion with shade structure and park trellises. The project was evaluated in and contemplated by the SEIR that was prepared for the Portola Center project (SCH# 2012061063) and certified by the City of Lake Forest City Council on Nov. 5, 2013. The Portola Center certified SEIR was not challenged within the time period prescribed in subdivision (c) of Public Resources Code section 21167 and thus the SEIR is presumed valid in accordance with Public Resources Code section 21167.2. The proposed project is consistent with scope of the approved Area Plan and Tentative Tract Map 15353. Therefore, the certified SEIR serves as the approved Area Plan and Tentative Tract Map 15353. Therefore, the certified SEIR serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
