The project site was part of the Lake Forest Opportunities Study Area (OSA), which changed the land use designations of several properties to allow for residential development. Among them, the project site was redesigned from Business Park and Commercial to Low and Medium-Density, Mixed Use and Open Space uses (General Plan 2008-02b and Zone Changes 2008-02). A Program Environmental Impact Report (PEIR) analyzing the impacts of the Opportunities Study Area was certified in June 2008 for Site #2.
