Site Development Permit 02-18-5212 for the "The Oaks" development project consisting of Lots 1-93 in Portola Center Northeast is a request to approve floor lans and architecture for 93 homes on previously approved lots in Portola Center Northeast.
The project was evaluated in and contemplated by the Subsequent EIR that was prepared for the Portola Center project (SCH# 2012061063) and ceritifed by the City of Lake Frest City Council on November 5, 2013. The Portola Center certified SEIR was not challenged withint he time period prescribed in subdivision of Public Resources Code section 21167 and thus the SEIR is presumed valid in accordance with Public Resources Code section 21167.2. The proposed project is consistent with the scope of the apprived Area Plan and Tentative Tract Map 17300. Therefore, the certified SEIR serves as the environmental documentation for the project and the project is in compliance with the requirements of CEQA.
