Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-35868-R1C, pursuant to Section 1602 of the Fish and Game Code to Joseph Scriven, representing Mendocino County Resource Conservation District. The project is limited to seven (7) encroachments. Six proposed encroachments are to upgrade existing culverts. Work for these encroachments will include excavation, removal of the existing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One encroachment is to install new stream crossing culvert and re-establish a diverted stream channel close to its original flow path. The re-established stream channel will be excavated from the toe of the hillside upstream of the crossing to the new culvert inlet with 2:1 streambank slopes. The new channel will also be excavated through the area where the new culvert will be placed. Work for this encroachment will include excavation to define the stream channel, placement of new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. For all seven crossings, the fillslopes will be built at stable fill angles and steeper fillslopes will receive rock slope protection to mitigate surface erosion. Erosion control treatments (rock slope protection, mulch, and native seed) will be applied to areas of bare soil but are not proposed for the active stream channel. Each crossing will also include 3-5 feet of culvert barrel extension below the base of the outboard fillslope.
