Reasons for Exemption
Replacement of existing utility facilities (back-up well, treatment equipment, treatment building, water line, storage tanks, and well-site appurtenances) which have fallen into disrepair, are no longer serviceable in their current configuration or do not meet current standards.
The well-site improvements (treatment building, yard piping, and access improvements) would also qualify for a Class 3 Categorical Exemption as new construction consisting of a commercial buidling less than 2,500 square feet and related improvements.
