Reasons for Exemption
A major rainfall even Event in March 2012 initiated a slide that caused material to be deposited onto the highway, resulting in the closure of US Route 101 and State Route 200. With the consistent rains, slide material has continually been deposited onto the highway, creating the need for emergency repairs in order to protect public health, safety, essential services, and state and private lands.
