Reasons for Exemption
On 3/16/2011, a catastrophic slide caused failure of 60% of the down-slope supporting hwy structures and 150 feet of the southbound lane. Without the project, the area's extreme weather patterns, steep slopes and near-vertical featuring of underlying rock are expected to cause failure of the remaining supporting structure and total closure of Hwy 1 in this location.
