Document Description
This project description supports the submission to amend the City of Marysville Use Permit UP07-06. Recology Yuba-Sutter is seeking approval to add food material as a permanent feedstock to the Feather River Organics composting operations, located at 3001 N. Levee Road in Marysville, CA, as part of the permitted 400 tons per day.
The FRO facility includes areas for compost windrows, curing piles, and storage as well as for processing activities including: the unloading, mixing, and grinding of incoming materials. Additional operations include screening and loading of finished compost product. The FRO facility is permitted to receive a maximum of 400 TPD with a permitted design capacity of 40,000 tons of materials on-site at any one time. Permitted traffic volumes are 154 vehicles per day for the FRO facility. The facility is permitted to receive materials from commercial vehicles from 5:00 am to 9:00 pm, standard time, and 5:00 am to 10:00 pm, daylight savings time. Public access is allowed between 7:30 am to 4:30 pm seven days a week. Facility operating hours are 24 hours per day, seven days a week with grinding limited to the hours of 6:00 am to 9:00 pm. No operational changes to permitted tonnages, vehicle trips, operating hours, or site boundaries are proposed with this amendment. The only request being proposed for this Use Permit amendment is the addition of food material as a permanent feedstock to the FRO compost facility.
