The project proponent is requesting: ((a) Amendments to the Circulation Element of the Kern County General Plan to eliminate road reservations along section and mid-section lines; (b) changes in zone classification from the existing zone districts to the A WE (Exclusive Agriculture - Wind Energy Combining) District on up to 7,042 acres, and zone changes to A (Exclusive Agriculture) and A FP (Exclusive Agriculture, Floodplain Combining) on the remaining portions of the project site; and, (c) conditional use permits to allow for the use of temporary concrete batch plants during the construction of wind energy facilities. The requested applications would also permit the construction of wind ancillary facilities and supporting infrastructure. The project would be supported by a 230-kV overhead transmission corridor. The transmission line would generally be aligned from the northeast to the southwest where it ultimately would be connected to the existing SCE Whirlwind Substation. The project's permanent facilities would include up to 174 wind turbine generators (WTGs), service roads, a power collection system, communication cables, overhead and underground transmission lines, electrical switchyards, project substations meteorological towers, and operations and maintenance facility.
