Allow a photovoltaic solar power generation facility with related improvements including a substation with a 30-foot tall electrical utility tower, 40 utility poles up to 80 feet tall, 119 approximately 160 s.f. inverter/transformer buildings, a 1,200 s.f. operations and maintenance building, and a six-foot tall chain-link fence on a 952.64-acre project site in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located on the east side of San Diego Avenue, between Jensen and Central Avenues, approximately two and a half miles southwest of the nearest city limits of the City of Mendota (SUP. DIST.: 1) (APN: 019-110-02, 18T, 23T, 26T, 29T; 019-170-29T, 30T, 31T, 32T).
