Document Description
In 2017, the City of Sunnyvale (City) certified an EIR and adopted the Land Use and Transportation Element (LUTE) of the Sunnyvale General Plan (SCH#2012032003). In July 2023, the City approved an Addendum to the LUTE EIR and approved updates to the Air Quality, Noise, and Safety Elements of the General Plan and integrate Environmental Justice objectives. As evaluated in the Addendum, these minor modifications to the General Plan do not involve new significant environmental effects or a substantial increase in the severity of previously identified significant effects. The analysis presented in the Addendum concludes that no additional environmental review is required under Section 15162 of the Guidelines to the California Environmental Quality Act (CEQA) and therefore use of an Addendum is appropriate under CEQA Guidelines Section 15164. The proposed General Plan amendments address Sunnyvale’s current air quality and noise conditions and includes mitigations to offset increased development as guided by the Land Use and Transportation Element (LUTE). The proposed air quality and noise updates will help protect new development from surrounding pollution and noise exposure and existing uses from new pollution and noise sources. Integration of Environmental Justice objectives will strengthen the City’s overall equity, inclusion, and environmental protection goals, especially in low-income areas exposed to higher levels of pollution. The updates to the Safety Element will help the City comply with the state’s climate adaptation goals in accordance with recent state law.
