The project involves the alteration of the streambed and banks of unnamed tributaries to Walnut Creek in Los Angeles County by the implementation of the planned locally approved development of 222 acres in the currently undeveloped portion of the Forest Lawn Memorial-Park-Covina Hills Cemetery and Mortuary ("Memorial Park"). The Department issued Streambed Alteration Agreement number 5-2002-154 in 2002.

Reasons for Exemption
The current approval relates to acceptance of a conservation easement over additional lands by the Department. The terms of the conservation easement require the grantor, Forest Lawn Memorial-Park Covina Hills Cemetery and Mortuary, preserve the conservation easement lands in perpetuity in its existing natural condition. The additional lands contain habitat for the federally threatened California gnatcatcher. As such, the approval is categorically exempt from enviornmental review as a transfer of ownership of interest in land in order to preserve existing natural conditions, including plants or animals habitats.
