The B.T. Collins United States Army Reserve Recruiting Center Asphalt Repair Project meets the Categorical Exemption criteria under Sec. 15301 and 15304 of the California Code of Regulations. Projects which consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no exmpansion of use are exempted under Sec. 15301. Projects which consist of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve the removal of healthy, mature, scenic trees are exempted under Sec. 15304.
