Document Description
The project consists of DTSC's approval pursuant to Health and Safety Code, Chapter 6.5 of a cleanup for the remediation of PCB contamination outside and around the permitted PCB Flushing and Storage Unit and replacing the outside pad of the building. DTSC issued a Corrective Action Consent Order (Order) dated October 14, 2010 to excavate and dispose of PCB contaminants on and around the outside pad. In accordance with the Order, Chemical Waste Management, Inc. (WM) conducted wipe sampling of the outside pad ramp; removal and disposal of the outside pad, gravel, concrete, and asphalt near the pad; charachterization of soil around and underneath the pad; excavation and disposal contaminated soils; confirmation sampling of the soil; and replacement of the outside pad. The details of the cleanup activities are provided in two reports entitled PCB Cleanup Completion Report dated December 16, 2010, revised July 20, 2011, and PCB Outside Pad Replacement and Cleanup Completion Report dated January 10, 2011, revised July 20, 2011 (Reports). DTSC has accepted the activities described in the Reports as satisfying the objectives for the PCB Cleanup. No further activities would be required.

Reasons for Exemption
DTSC has determined that the cleanup activities resulted in a reduction in PCB concentrations that are protective of public health and the enviorment and that no further activities are required to meet the cleanup objectives. The outside pad of the PCB Flushing and Storage Unit was replaced with a functionally equivalent concrete pad in the footprint of the removed pad. The new pad does not result in an expansion of permitted capacity of the PCB Flushing and Storage Unit.
