The Project is to improve a one-mile section of Caughlin Road between Phelan Road and Smoke Tree Road. The purpose of the Project is to improve transportation and safety circulation for the Phelan community. To convey storm flows beneath the roadway, concrete box culverts will be constructed as part of the Project where two ephemeral drainages cross Caughlin Road.
